The Council of the International Rugby Board announced today that it has approved a global trial of Experimental Law Variation (ELV) for a period of twelve months from 1 August 2008. The trial will cover thirteen

the twenty-three experimental rules that have been subjected to experimentation in various tournaments in the last two years.

"The Council's decision to opt for a global trial of ELVs represents an important step for the future of rugby," said IRB Chairman Bernard Lapasset.

"It was also decided - said the chief executive of the rugby world - that the rules relating to experimental sanctions in the field (reduction of punishment in free kicks where possible), that were not chosen for a global trial, however, be tested in a competition leading the Northern Hemisphere for the 2008/2009 season. The Southern Hemisphere will continue the testing currently in progress. "

"No member of the council was against the global implementation of the ELV rules and some of the trips have received the full approval of all, since they have clearly demonstrated they can benefit the game."

"in 2009 - concluded the President of the IRB - the Council will review all the rules subjected to comprehensive testing, including those relating to sanctions in the field. On that occasion the Council will decide if all the ELV, or just some, will be a permanent part of the regulation. "
